I had mine go in and they said they had to replace the actuators first under warranty before touching the turbos. Then they ended up just replacing both turbos. I was at 81k miles. Go to a different dealer or call bmwna and ask for clarification.

N54 Engine Turbocharger (Wastegates Only): Emissions Warranty Extension to 8 Years/82,000 Miles E90, E92, E93 (MY 2007, 2008, 2009, 2010): 335i including xDrive BMW NA has agreed to extend, to a total of 8 years or 82,000 miles, whichever comes first, the emissions warranties covering the Settlement Class Members’ vehicles for any failure of a turbocharger caused by a defect in a turbocharger wastegate A slight rattle noise is considered normal operation of the mechanical wastegate valve and is not a failure of the part. No repair should be attempted for this type of rattling complaint. If the noise is described as a clanking noise occurring up to six or seven times in a row during a deceleration from approximately 3,500 RPM, or during a heavy application of the accelerator without a drive gear being engaged, then continue with the procedures described in this document. The existing warranty coverage for all other parts has not changed. ...... if they consider the actuator part of the wastegate, then yes it is covered, but only if they consider it part of the wastegate also, any aftermarket software or hardware controlling or modifying boost pressure will void the extended warranty |

The extended turbo warranty covers turbocharger replacement, if needed. The actuator replacement/ adjustment would be a different story. If there is mechanical wear in the actual wastegate valve that is causing boost issues, that would be covered. The issue is that the turbos need to be removed to properly measure the wastegate wear. I doubt the dealership is going to do that unless you agree to pay the labor if no turbo replacement is needed. Sure, the dealer could bullshit BMW and just give you new turbos. That isn't really fair, either.
