how come M-Sport with ShadowLine does not come with black side mirrors in Canada?

how come M-Sport with ShadowLine does not come with black side mirrors in Canada? it seems like only the grill is black, but side mirrors are painted in body-color? in the U.S., Shadowline includes both the black grill and black side mirrors?

In the Netherlands the black mirror caps are not part of a package,but it is a 0€ option (3BE).

I have 3BE in my configuration along with ShadowLine.
