If the engine is de-rated in any way during break in and then you get the full beans after the service, isn't that an increase?

Either way, my 15 CP drives like a pig. I wish I never turned in my 13. It's that bad.
That's all placebo man, unless you have recorded some hard metrics. The Comp Pack M5 has been proven time and again to be faster than an Non-Comp Pack M5. Have you done Break-In Service yet?
