Do you feel this way for full AV local driving? With some incarnation of Google/Waymo firefly, I think it would be quite safe to drive around locally at < 25 mph. Or, even < 35 mph.
That would address a large segment of the population - maybe more so as work from home takes hold.
Making this possible even at 25 mph will change the lives of many people - kid pick-up/drop-off, senior citizens getting a lot more flexibility, freedom, etc.
