Suspension work but car can't be aligned?

So the shop my car is at just replaced:

-both control arms w/ bushings
-both tie rods
-both side upper ball joint bushings

They checked RTABS and said they still look to be in good condition and someone may have replaced them before me (although I did buy the car with 48k and now has 99k, and I never replaced them)..

They're saying they can't get it properly aligned. I attached pics of before & after alignment readings.

With all the key components replaced I dont understand why they're having trouble getting it aligned to spec.

Anyone have any feedback? Been there for over 2 weeks and they've just promised it would be done and.....well you know how shops can be. It's a reputable shop though which is surprising to me.
