For bare spots, a little top soil + seed will work. Or scuff up the dirt in the bare area and work the seed in.

I don't see any broadleaf weeds to be treated in your pictures. Only "weed" i see is the goose grass/crab grass (cant tell in the picture) thisnosnt going to be killed with a selective herbicide like 24d. You will have to kill it off with a non selective herbicide like roundup and than repair the turf with seed or sod.
From the pictures it looks like soil compaction and water absorption/distribution are your challenges. Aeration (apply gypsum after), adjusting sprinklers for match precipitation, and a shot of ammonium sulfate(21) are what it appears you need to get the grass going in addition to the goose grass control.
