Maybe less, but there is this hidden "recoupment surcharge" fee that all insured drivers in NC pay. The fee is to help cover the high-risk drivers in the state. Other states require insurance companies to cover high-risk drivers in a round-robin format where the insurance company name comes up on a list to take the next high-risk driver (spreading the risk across the companies). NC has a state supported "insurance Facility" that covers these high-risk drivers. The good drivers pay a fee to support this facility and the insurance.

Hidden, as in the bill is written such that the fee does not have to be disclosed to the payor, and is required to be hidden.
