It's up to the manufacturer to pass on the rebate to the consumer. BMW was offering a lease credit for about the same amount of the tax credit a few years ago on most of their PHEVs.
When I switched to a 2021 model the lease credit was down to $2000, so I financed with Owner's Choice and I'm getting full tax credit with terms similar to a 36 month lease.
I doubt BMW will announce anything related to the tax rebate at least until congress finalize the new bill.
