Definitely BS. I encountered the same at the end of the year with 2020 CS from the finance guy. Emailed and called the sales manager directly and he said he'll honor the advertised rates and he did. My credit score is also well above their highest tier and I bought like 5 cars from that dealership. They are definitely trying to mark up BMWFS rates. Don't settle for it.
The other thing you may try to do is get financing approval directly from BMWFS before you even go to the dealer. I've not tied it but was told it works to bypass the local finance guy.
