I see your point here, but at the same time, what we allow is what happens. Case in point....have children? If a child does something that is considered unacceptable and no form of recourse is applied, the child thinks that this behavior is acceptable and continues to do it. I don't think he is blaming the victim, perhaps blaming the lack of corrective action not given to this individual earlier in life.
Then again, there is always the possibility that this guy is just an asshole....
